The whole idea of Penal Substitution is untenable. It might be better than all the other popular theories of atonement, but that does not make it logical or plausible.Arminians insist that Jesus took the punishment for all sins. What kind of being would torture humiliate and murder an innocent person (or even themselves) in order to allow the truly blatantly guilty to go away scot-free? What kind of example does that set?
Who would make up some silly rule that would require total injustice?

in all the verses quoted above, two things are clear;
1. The serpent of brass upon the pole represents Jesus and His attonement for our sins.
no one is disputing that in this thread.
What is in dispute are two things.
1. whether the looking itself was pre-ordained, compulsary, or a voluntary act.
2. whether all looked or only some looked.
nowhere in any of those translations does it say that ALL looked. What it does say is that all who looked were healed.
that's two different things.
Romans 5:17-18
For if, by the trespass of the one man, death reigned through that one man, how much more will those who receive Gods abundant provision of grace and of the gift of righteousness reign in life through the one man, Jesus Christ!
Consequently, just as one trespass resulted in condemnation for all people, so also one righteous act resulted in justification and life for all people.
Scripture clearly speaks of God's 'abundant provision of Grace'. Such a gift must, of course, be received. That the provision was for all men is explicit in v.18.
