From what I understand there have been at leaset 8 Bishops in Santander, and all eight bishops of Santander have from 1961 on, supported by the Holy See in Rome, have publicly declared that no supernatural apparitions had taken place in Garabandal.
Also, evidently all 4 seers have denied they ever really took place.
So yes, Garabandal has been condemned and the authority rests with the Local Bishop where the condemnation took place 8 times.
Indeed, the matter was put to rest by the Bishop in 1996 after he got validation from the CDF on the ruling of all previous bishops. He asked them to review on his visit to Rome in 1991...in 1992 they told him there was no need for their involvement. And in 1996 when the issue was raised he issued a letter with that info and basically pointing people to the views of the previous bishops.
