Hebrews 11 presented a list of notable figures from the Old Testament who demonstrated remarkable faith in God. It was the Hall of Faith. It ended with:

39 all these, though commended through their faith, did not receive what was promised, 40 since God had provided something better for us, that apart from us they should not be made perfect.
Strong's 5048: From teleios; to complete, i.e. accomplish, or consummate.

Who were the "us"?

The OT stories of the faithful figures continued into the NT figures of Jesus and the apostles. It was not finished or perfected until the NT figures. The gospel believers witnessed the works of Jesus and the apostles. The "us" referred specifically to Jesus and the apostles as well as broadly to gospel believers around the time of Jesus.

1 Peter 1:

12 It was revealed to them [the OT figures] that they were serving not themselves but you, in the things that have now been announced to you through those [the NT figures] who preached the good news to you by the Holy Spirit sent from heaven, things into which angels long to look.
The OT figures together with the NT figures told the completed story of salvation in Christ.
