The steps to accomplish complete control of a people, totalitarianism.
1. Obedience
This is accomplished by putting everyone into two groups, bystanders and dissenters. The bystanders merely do what they are told while the dissenters stand up to you. You control the bystanders with a high risk environment. A high risk environment involves severe penalties for dissent (such as eternal damnation) as opposed to low risk dissent (lesser penalties). With an effective high risk environment, the majority of people will become bystanders, and the dissenters become easily identified and alienated from the bystanders. The dissenters are reeducated or removed.
2. Identify The Enemy
With a loyal group of bystanders at your behest, you identify the enemies that your people should go after. You identify enemies using 4 criteria.
A. Looks- easiest way to recognize someone. You can use anything from skin color to facial structure to manner of dress.
B. Sounds- How does the enemy talk, languages and accents.
C. Likes- What interests the enemy? What do they hold dear?
D. Ideas- What are they thinking as opposed to what should be the proper way to think.
After identifying the enemy you move on to the next step.
3. Harm the enemy
With the enemy recognized by their differences, their worth is depreciated in relation to your own. With your people now viewing them as subhuman, you can act against them without a guilty conscience; oppression and subversion, even acts of violence. These are acceptable means of force against your enemy.
4. Extermination
With the enemy identified and weakened, victory is finalized with the complete removal of the enemy.
