That is how I understood it as well. However, Joe doesn't like to be asked direct questions relating to "do you agree" or "do you disagree" so we aren't likely to confirm whether we've correctly understood. In the meantime, we'll continue to see cited passages that apparently contain some type of code that we're meant to decypher.
