Does positive racism necessarily imply negative racism?

I dont really understand the concept of positive discrimination and I dont get how you can HAVE positive discrimination. To me that seems like saying you have a square wheel, its an oxymoron and makes no sense
like all Jews are good at handling moneyWhat I am referring to is the difference between singling out a particular group as inferiour (negative statement) and singling out a particular group as superiour (positive statement).

to me it still implies:
if you're not Jewish you're NOT good with money
and if you're not black you CAN'T dance
Yes, that´s what it comes down to imo, too.it just WIDENS the pool being labeled as incapable or less IMO
