So, is Matthew 28 for Pastors only? What about including Matt. 28:16-20 to get the context. He said to the disciples, "make disciples". Note, it does not say "pastors make disciples". Rather whatever they were, they are to reproduce themselves.

Matthew 28 is intended for those who are called to carry out those functions. Jesus was not talking to the Church in general, but to those who were called and sent by Him to administer the means of grace.

No. Who was Jesus talking to? He was addressing the eleven, not the disciples in general. He instructed them to go out and "disciplize" the "ethnos" by baptizing and teaching.
