Isa 59:21 "As for me, this is my covenant with them," says Yahweh. "My Spirit, who is on you, and my words that I have put in your mouth will not depart from your mouth, or from the mouths of your children, or from the mouths of their descendants from this time on and forever," says Yahweh.
2Co 1:20 For no matter how many promises God has made, they are "Yes" in Christ. And so through him the "Amen" is spoken by us to the glory of God. 21 Now it is God who makes both us and you stand firm in Christ. The eyes of everyone in the synagogue were fastened on him, 21 and he began by saying to them, "Today this scripture is fulfilled in your hearing." 22 All spoke well of him and were amazed at the gracious words that came from his lips. "Isn't this Joseph's son?" they asked. 23 Jesus said to them, "Surely you will quote this proverb to me: `Physician, heal yourself! Do here in your hometown what we have heard that you did in Capernaum.' " 24 "I tell you the truth," he continued, "no prophet is accepted in his hometown.

Ac 2:17 "`In the last days, God says, I will pour out my Spirit on all people. Your sons and daughters will prophesy, your young men will see visions, your old men will dream dreams. 18 Even on my servants, both men and women, I will pour out my Spirit in those days, and they will prophesy.

Jer 26:20 (Now Uriah son of Shemaiah from Kiriath Jearim was another man who prophesied in the name of Yahweh; he prophesied the same things against this city and this land as Jeremiah did.

The Holy Spirit is the word Samuel speaks on the roof of the house, anointing Saul:
1Sa 9:25 After they came down from the high place to the town, Samuel talked with Saul on the roof of his house. 26 They rose about daybreak and Samuel called to Saul on the roof, "Get ready, and I will send you on your way." When Saul got ready, he and Samuel went outside together. 27 As they were going down to the edge of the town, Samuel said to Saul, "Tell the servant to go on ahead of us"--and the servant did so--"but you stay here awhile, so that I may give you a message from God."
1Sa 10:1 Then Samuel took a flask of oil and poured it on Saul's head and kissed him, saying, "Has not Yahweh anointed you leader over his inheritance?
