I use Paul's instructions to widows in I Timothy chapter 5 to help give me a biblical approach to welfare. Clearly, from that it shows that family should take care of them if they are able. 1 Timothy 5:16 (ASV)
16 "If any woman that believeth hath widows, let her relieve them, and let not the church be burdened; that it mat relieve them that are widows indeed." According to this proposal, many families with some assets are using food stamps. If one has money (Not sure what the threshold is and that could be debated) they should take care of themselves first, leaving the government to care for the truly needy.
America has gotten soft on welfare. I remember seeing a documentary on the Great Depression and it took the poorest of Kansas many years, before they finally went to the government for help. Now we have many getting help with very little effort to overcome themselves.
