Judah, Levi, Dan, Naphtali, Asher, Simeon, Zebulun, Benjamin, Gad, Joesph, Reuben, Issachar are the 12 sons of Jacob.

Judah, East Manasseh, Dan, Naphtali, Asher, Simeon, Zebulun, Benjamin, Gad, West Manasseh, Reuben, Issachar are the 12 tribes of Israel.

Why aren't the names of Levi and Joesph used as the names of the remaining two tribes of Israel, and why the names West and East Manasseh?

You haven't given a reference where to find this, I cannot recall reading about East and West Manasseh.
I know that 2 of Joseph's sons are listed as tribes of Israel.

Where are you quoting this from?

The sons of Joseph are Ephriam and Manasseh. The tribe of Levi did not get "land" because they were to be the tribe of the Priesthood and serve religious Israel. Joseph was doubly blessed by having his father Israel take Joseph's two sons as his own....so having the tribes of Ephriam and Manasseh receiving "land" would be a double blessing upon Joseph.

I don't know where you are getting the East/West Manasseh thing.

The tribe of Levi, indeed, did not get a territorial inheritance in the Promised Land, and the tribe of Simeon got one entirely surrounded by the tribe of Judah, which absorbed it. This was to fulfill the prophecy of Jacob in Gen. 49:5-8:
"Simeon and Levi are brothers -their swords are weapons of violence. Let me not enter their council, let me not join their assembly for they have killed men in their anger and hamstrung oxen as they pleased. Cursed be their anger, so fierce, and their fury, so cruel. I will scatter them in Jacob and disperse them in Israel."
He spoke this prophecy because Simeon and Levi and tricked the men of Shechem into having themselves circumcized in order to kill them in order to avenge their sister, Dinah, who had been raped by the son of the king of Shechem.
The East/West Manasseh thing comes from the fact half the tribe of Manasseh requested an inheritance on the east side of the Jordan River, along with the tribes of Reuben and Gad.

Ah, thanks for that clarification. I get it now. However the OP listed each as a seperate tribe and left out Ephriam...wonder where he/she got that listing. :)

...basically why the differences between the 12 sons of jacob and the 12 tribes of israel name wise? why arent they the same for names?
Genesis 49 tells us the twelve tribes of Israel are also Jacob's twelve sons, they are:

Reuben, Simeon, Levi, Judah, Zebulun, Issachar, Dan, Gad, Asher, Naphtali, Joseph, and Benjamin

[bible]Genesis 49:28[/bible]

Levites were not given any inheritance:

[bible]Deuteronomy 18:1[/bible]

However, Manasseh and Ephraim (Joseph's sons) were taken by Jacob as his own and were also tribes:

[bible]Joshua 14:4[/bible]

So you'll see they were also alotted land. However, read all of Ezekiel 48 and you'll see in the beginning all the different tribes are given land. Yet at the end the 12 tribes of Israel are defined separately as the original 12 sons of Jacob:

[bible]Ezekiel 48:31-34[/bible]

Does this answer your question?
