If we accept the conclusions of the scientists making the statement then our policies on immigration are all wrong. The article mentions western developed nations as putting out the majority of the carbon, and having the worst lifestyle for impacting the environment. And they note that overpopulation also contributes.
But the high birthrates are in the undeveloped nations. So we are taking the people from the undeveloped nations who have a lower carbon footprint, and we are bringing them into western nations where their carbon footprint will go up.
If over population is a problem then we are only magnifying the problem by bringing in more people to a culture that promotes a larger carbon footprint.
