I think the commandment of multiplying was specific for Old Testament people. That goal has been fulfilled. There are places in the earth with over population.
I know that most women who want to marry would like to have one or more children if it can work out well for them, but there are some who do not. There are also some who cannot have children, but would still like to be married.
The commandments we have in the New Testament regarding responsibility for children is for parents to be a good parent to the kids they do have and for people to care for orphans. The New Testament doesn't command us to create more children. But it does command us to take care of the children that are already here.
Caring for orphans can be done in different ways, and doesn't necessarily mean being the one who raises them. It can be financial support. It can be donations. It can be volunteering time. It can be working in the system that protects children.
I don't believe that God is upset with people who choose to not have children. But I do think He looks at how we treat the children who do exists.
