Even if FEMA were to be significantly restructured or (hypothetically) phased out over time, states wouldn’t automatically stop receiving federal disaster assistance — because:
  • Federal disaster aid (like public assistance, individual assistance, hazard mitigation grants, etc.) is authorized and appropriated by Congress, not by FEMA’s existence alone.

Oh yes, Congress has been so active in overriding Trump's Administration and forcing it to spend the money the way they appropriated it.

Besides, the current story is about the reductions in people -- federal emergency workers who are supposed to be placed on the ground ahead of time to mitigate the disasters that we know are coming.

So states would still be eligible for federal disaster funds in principle as long as:

  • There’s some federal apparatus designated to administer them (whether called FEMA or something else).
The House has passed all appropriations bills (with a few passed yesterday that have yet to be considered by the Senate, including the "Homeland Security" bill in which FEMA is located). Has the House eliminated funding for FEMA or federal disaster funding? Provided funding for devolution to the states?

I just was aware that the last budget bills were passed in the House. I didn't hear any gnashing of teeth in my news sources yesterday about FEMA being wiped out, so I doubt that it was, but...
