Rebirth is by the
sovereign will (as unaccountable as the wind,
Jn 3:6-8) of the Holy Spirit (
Jn 3:3-5)
Yes. . .one who is spiritually dead cannot "choose" to spiritually believe. He must be born again into eternal spiritual life to be able to make a spiritual choice of faith.

There’s not a single verse or combination of verses that declare your propositions above. None!
Undoubtedly you will cite to verses that do not explicitly declare your proposition and you’ll resort to some modicum of textual exegesis. However, if such exegesis is devoid of any analysis of the Koine Greek meanings in conjunction with a Lexicon and Greek to English Bible dictionary, a sound exegesis is most likely lacking.
Jesus did declare, “No can come to me unless the Father who sent me draws them…”
Yet, this verse doesn’t remotely announce your proposition.
Neither does
John 3:5-8 declare your proposition. “Jesus answered, “Truly, truly, I say to you, unless someone is born of water and
the Spirit, he cannot enter the kingdom of God. 6 That which has been born of the flesh is flesh, and that which has been born of the Spirit is spirit. 7 Do not be amazed that I said to you, ‘You must be born [
d]again.’ 8 The wind blows where it wishes, and you hear the sound of it, but you do not know where it is coming from and where it is going; so is everyone who has been born of the Spirit.”
Nothing in those verses declares, “Rebirth is by the
sovereign will” with the implication there’s no role for the individual free will decision making
