With 46.2% of registered voters in California being democrat, and yet 82.7% of the House seats representing CA are held by democrats, that state already has it's system rigged against Republicans. Why rig it even further?
Because Texas.

The votes of Republicans are already under-represented in CA. So the "people" who are to vote and decide whether or not to remove 5 Republican seats in Congress are basically the 2 foxes voting against the hen as to what's for dinner.
My grandad was the most honourable man I have ever known. If I manage to be half the man he was then I'll die happy. Years ago, when I was back in the ol' home town we went out for a beer to his Working Man's Club. After a while, he and his mate were called to the corner table to play Euchre. Winning pair stays on, losing pair moves off. I sat next to him. I won't bother with the exact rules, but after the cards are dealt there's a round of bidding. You nominate how many hands (out of the 5 cards you have each) you and you're mate will win. You play with the ten upwards and there's a two of spades in the deck which trumps everything. It's called the benny.

They bid in turn. My grandad's mate bids 3 out of the possible 5 and my grandad raises it to 5. Now I can see his cards. And there's no way they justify that call. I'm puzzled. They play on and sure enough, they win all 5 - which means the opponents have to buy them a dollar raffle ticket. As the next pair are settling in I ask my grandad 'How did you manage that? You had no idea you could get 5 with your cards'. And he said 'I knew Jack (his partner) had the benny. He scratched the left side of his nose.'

Now to say that I was horrified would be an understatement. My grandad, my hero, cheated at cards? He saw my expression and said 'Hey, those two are known cheats. The whole club knows. They have little signals for everything. So if anyone plays them then you have your own to even the score.'

Lesson learned. The guy led by his example in life. He was an honest and honourable man. I've never known anyone like him. But if he was cheated then he didn't roll his eyes, shrug his shoulders and think 'hey, what can you do?'

Understand?

I have no beef with Texas. They are free to do whatever they want as a state.

What's your beef with CA? Can we do what we want as a state without the rest of the country and the president losing their minds over it? Doubtful.

First of all, the TX redistricting was just passed today, which doesn't explain why CA has been rigged for decades. It only is being used as an excuse as to why Newsom wants to rig it even further left.

Just passed today but it's been in the news for weeks now.
which doesn't explain why CA has been rigged for decades.
Probably a topic for another thread. This one is about CA's response to redistricting in TX.
It only is being used as an excuse as to why Newsom wants to rig it even further left.

If it's rigged, then I guess the independent commission isn't that great an idea after all.

However, there's no reason to believe it's rigged. Republicans have their majorities mostly out east of the 5 and maybe Orange and San Diego County. If they're concentrated into majorities in those areas, they're an even smaller minority in the rest of the districts.

In the 2024 Congressional elections in California, the vote totals were:

Democratic 59.6%
Republican 39.9%

Obviously, if every district looked like that, Republicans would lose all of them. Republicans are concentrated enough in some areas to win, which means their proportions sink even lower than that average 40% everywhere else, and they lose.

We all know what Newsom is doing. Which is asking the people of California to vote on the motion. It's an example of what people call 'the democratic process'. Isn't it nice that we both support that process.
The same people who voted to have an independent commission that would control it?

The people of California voted to create the independent redistricting commission in 2008. So I imagine it will include some of the same people, but plenty of new ones as well. If they're happy with the current situation, then they'll vote "No." If they think change is needed, they'll vote "Yes." And, regardless of the outcome, if they think change is needed in the future and the governor or legislature don't put another measure on the ballot, citizen ballot initiatives are also a thing in California. Democracy in action!

Notably, Newsom's proposition has a built-in expiration date - control is slated to return to the redistricting commission after the 2030 census.

If you are going to do partisan gerrymandering, particularly when you have a non-partisan mechanism, this is the way to do it. We'll see if the voters agree to the proposal.
