FEMA staff baffled after head said he was unaware of US hurricane season, sources say

A spokesperson for the Department of Homeland Security, FEMA's parent agency, said the comment was a joke and that FEMA is prepared for hurricane season.

[Fortunately, he's not really the boss.] Richardson, who has no disaster response experience, said during Monday's briefing, a daily all-hands meeting held by phone and videoconference, that he will not be issuing a new disaster plan because he does not want to make changes that might counter the [Trump initiated] FEMA Review Council, the sources said.

The spokesperson said under Homeland Security Secretary Kristi Noem and Richardson "FEMA is shifting from bloated, DC-centric dead weight to a lean, deployable disaster force that empowers state actors to provide relief for their citizens."

Richardson's comments come amid widespread concern that the departures of a raft of top FEMA officials, staff cuts and reductions in hurricane preparations will leave the agency ill-prepared for a storm season forecast to be above normal.

Several of the red-state residents said they haven't seen a single federal agent in the two months since, despite the widespread carnage.

'I know President Trump said that "America First, we're gonna help our American folks first," but we haven't seen the federal folks down here,' Tylertown resident Bobby McGinnis told PBS.

'I don't know what you got to do or what you got to have to be able to be declared for a federal disaster area because this is pretty bad,' said another Tylertown local, Brian Lowery.

'We can't help you because, whatever, we're waiting on a letter; we're waiting on somebody to sign his name. You know, all that. I'm just over it.'

Just like with social security, the people who complain the loudest when it gets taken away are going to be the frauds.

President Donald Trump announced plans to phase out the Federal Emergency Management Agency (FEMA) after this year's hurricane season, leaving emergency managers around the country baffled.

The president told reporters Tuesday at the White House that he intended to shift responsibility for disaster response to the "state level," saying governors "should be able to handle it," and if not, "then maybe they shouldn’t be governor," while also saying the federal government would start distributing less aid for recovery – and what funding was provided would come directly from the president's office, reported CNN.

“The FEMA thing has not been a very successful experiment,” Trump said Tuesday. “It’s extremely expensive, and again, when you have a tornado or a hurricane or you have a problem of any kind in a state, that’s what you have governors for. They’re supposed to fix those problems.”

[But possibly, if your supplication is pleasing, Trump will make with some aid.]

Gov. Abbott of TX is on the FEMA Review Countil. As is the top emergency official in Texas, W. Nim Kidd

"FEMA is slow and clunky and doesn't solve the needs of those who need it the most," Abbott said at the first meeting of the FEMA Review Council in May. "States have proven that we can move more nimbly, more swiftly, more effectively."

Now, as Texas responds to catastrophic floods, the officials leading the state's efforts will also be considering how to reshape, or even dissolve, the country's top disaster response agency.

As far as the president's stated goal of getting rid of the agency in its current form, only Congress can eliminate FEMA completely. But the executive branch can act on its own to restructure or reduce the size of the agency.
