Short version is that Boeiter claimed to have killed Kolbuchar so that Waltz could run for the Senate, at Waltz's request. I strongly doubt Waltz contacted Boeiter or made such a request. Here's a link to the story:

I find no reason to give the letter any credulity, and in order to do so, I would you have to admit some priors that could be nothing more than assumption. The dude's a killer, and not a very good one. The last thing I respect is his word.
