Thats a good observation. If climate is human-caused why block the sun? I think this gaffe shows that they don't want to admit what their real goal is to control humans. Recent developments this year are pointing more to natural macroscopic shifts in the behavior of the planet.

Because we cause climate change by increasing the retention of heat at the surface of the Earth. One way to counter that is to reduce the amount of sunlight reaching the surface to cause heating. It's really not that hard to comprehend.

Because climate change is primary caused by greenhouse gases causing the earth to cool off slower then it gets heated up by the sun, reducing the amount of energy reaching the earth in the first place could be a way to deal with it until we can clear out the gases.

I’m “open” to it to.
This doesn’t imply that me or Uncle Joe want this to happen, but it’s always good to explore contingencies for things which might require bold (if somewhat reckless) short-term solutions until we can store more carbon quickly.
IOW, this is nothing more than Biden listening to people who say, “it may come to us to be having to do ‘kooky-things’ that will cool us down, almost naturally, (and, of course, the Law-of-Unintention-Consequences, being what it is, ‘who knows!?, but we wouldn’t have burnt ourselves off of the planet like a virus being ‘extinguished’!”
