Just as an example, we do have a Constitutional right not to, don't we?

A constitutional right to not get vaccinated? I'm not aware of any such amendment addressing the issue.

While American citizens are being pressured to varying degrees to wear masks, immigrants crossing over the Mexican border, and a number are testing positive for COVID-19. Should all crossing the border be tested and quarantined? Should the president be held responsible if someone contracts COVID-19 from one of these immigrants and dies?

What makes you think they are not being tested? Obviously testing...and quarantining is occuring....

Some flights scheduled to deport migrants had more than 25 percent of passengers test positive before departure, leading Immigration and Customs Enforcement to remove those migrants from the flights for quarantine in the U.S., according to the document.

The Government does not have the right to mandate Vaccines for the entire population Constitutionally.

It is by free choice of the individual citizen.

I had Polio in 1955 there was no mandatory Vaccine, I was subsequently Vaccinated with my family in 1956, our choice, well not really, my mother Mandated we get the shots.

The Government has the Obligation to make available the Vaccination, it does not have the Right to Mandate we take it.

When you say "constitutionally", that would imply that there's some sort of amendment you can point to that would justify your assertion.

Now, if you're referring to case law or court precedent, you can find some cases and rulings that come down on both sides on the matter of whether or not a person can be made to take a certain medication or receive a medical intervention.

Is there some qualitative difference in your mind between mandating vaccines for the entire population and setting vaccination as a requirement to participate in certain public activities? Keep in mind that the latter has a long precedent. There has been a requirement for certain vaccines for public school students for a very long time. As a practical matter, there is almost zero chance that there would be a population-wide mandate. So maybe it would be better to argue about the type of mandates that are more likely, or are already in effect, instead of going straight to the most extreme case.

As an aside...
Ironically, it seems a greater percentage of Americans trusted the science in 1956 than they do in 2021. Trust in the government - coming out of WW2, was also a factor. By constrast, we have politicians today basing their entire political strategy on mistrust of the experts....

While that is may be true you are talking about (One Certain Individual) Not an entire Population.

Considering that the US has the most COVID cases in the world, it's more likely that Americans moving to other countries would be spreading it than the other way around.
I know someone that recently went on a mission trip to South America; they and their spouse were unvaccinated. They spread covid to the group they went to minister to. Fortunately they were tested, found positive, and forced to quarantine and had to spend a week extra in the country on their dime. Unfortunately, while they were in quarantine all their children got covid including the 5 month old baby and all were quite sick. So they went to share Jesus and instead shared covid. It doesn't speak well of their ministry.

Last I saw only from 31 to 35% of blacks in New York City are vaccinated, and I bet only a tiny percentage of those un-vaccinated are conservative.
