Thats exactly what it means. If men arent given repentance they cannot by nature repent. Thats why He gives it as Saviour.
This idea makes God guilty and culpable for the impentient for failing the give them repentance.
God has given repentance to all and those who choose to receive what God has given by repenting are the ones that can be saved. Acts 2:38 God
commanded those Jews to repent, gave them repentance, and those that obeyed by repenting accepted what God gave.
If man is born with a nature whereby man is unable to repent then it made no sense for God to command men to repent already knowing such would be impossiblevfor man to do. It would be unjust on God's part to condemn men for not repenting if men were born with a natural inability to repent.....God requires man to repent but makes repentance impossible for man and then condemns man for not doing the impossible.
God commands me to walk, I was born without legs making it impossible for me to walk yet God UNjustly condemns me for not walking.....God made walking impossible for me to do and
UNJUSTLY condemns me for a natural inability/impossibility I was passively born with against my will (Calvinism)
versus
God commands me to walk, I was born with legs and can easily walk if I choose to but I chose to not walk therefore God
JUSTLY condemn me for a free will choice I made (Biblical)
