You make a good point but it should be considered a possibility too there are bad cops and the police unions defend them. I'm not totally opposed to unions, was a member of one for many years BUT I've seen many people I've thought should really be fired but the company just couldn't get it done. I've seen this in education as well....teachers have acted in ways in which they should be canned and yet the union defends them. I have to believe this could be the way with the police as well. Police for sure can be falsely accused but they really do need to be honest and sincere and make doubly sure the cop is innocent instead of just putting it away in a file.
Without evidence to support accusations of brutality the only thing the department can go by is an unusual amount of complaints. I don’t think less than 1 complaint a year is an unreasonable amount.
