I don't think so.Would not having better and more reliable access to health care, including preventative care (as opposed to only having access to an ER) help achieve those lifestyle changes you mentioned?

Surely, increasing access would increase costs .. not good. But how would increasing visits to a PCP provide a reversal to "declining birthrates, preventable risks like smoking, obesity, poor diet, and substance abuse"? Do you suppose that those who have developed such unhealthy lifestyles don't know that those lifestyles are unhealthy? Do they need to see a doctor to tell them so because they have no real friends who will tell them so for free?
