That passage is referring not only to Christ's blood, which fulfilled the shedding of blood in all the sacrifices of the earthly sanctuary, but to Christ's ENTRY into the true tabernacle, into God's presence, to present His sacrifice.
Particularly in mind is the Day of Atonement entry, by means of blood.
Heb 9:11 But when Christ appeared as a high priest of the good things that have come, then through the greater and more perfect tent (not made with hands, that is, not of this creation)
Heb 9:12 he entered once for all into the holy places, not by means of the blood of goats and calves but by means of his own blood, thus securing an eternal redemption.

- He entered the Holy Places
- He entered by means of/through His own blood as contrasted with entry by means of blood of bulls and goats
The day of atonement in the earthly provided atonement for the sins of all the assembly of Israel, and for the sanctuary where God dwells in their midst:
15 “Then he shall kill the goat of the sin offering, which is for the people, bring its blood inside the veil, do with that blood as he did with the blood of the bull, and sprinkle it on the mercy seat and before the mercy seat. 16 So he shall make atonement for the Holy Place, because of the uncleanness of the children of Israel, and because of their transgressions, for all their sins; and so he shall do for the tabernacle of meeting which remains among them in the midst of their uncleanness. 17 There shall be no man in the tabernacle of meeting when he goes in to make atonement in the Holy Place, until he comes out, that he may make atonement for himself, for his household, and for all the assembly of Israel. Leviticus 16:15-17 (NKJV)
The sins and transgressions of the people require atonement of all the people, and even the sanctuary.
This was done by the High Priest for "all the assembly of Israel".
However, not all actually benefited from it. Those who did not afflict their souls when the high priest was atoning for them were cut off from the people. The provision was made, they could avail themselves, but did not.
29 “This shall be a statute forever for you: In the seventh month, on the tenth day of the month, you shall afflict your souls, and do no work at all, whether a native of your own country or a stranger who dwells among you. 30 For on that day the priest shall make atonement for you, to cleanse you, that you may be clean from all your sins before the LORD. 31 It is a sabbath of solemn rest for you, and you shall afflict your souls. It is a statute forever. 32 And the priest, who is anointed and consecrated to minister as priest in his father’s place, shall make atonement, and put on the linen clothes, the holy garments; 33 then he shall make atonement for the Holy Sanctuary, and he shall make atonement for the tabernacle of meeting and for the altar, and he shall make atonement for the priests and for all the people of the assembly. Leviticus 16:29-33 (NKJV)
26 And the LORD spoke to Moses, saying: 27 “Also the tenth day of this seventh month shall be the Day of Atonement. It shall be a holy convocation for you; you shall afflict your souls, and offer an offering made by fire to the LORD. 28 And you shall do no work on that same day, for it is the Day of Atonement, to make atonement for you before the LORD your God. 29 For any person who is not afflicted in soul on that same day shall be cut off from his people. 30 And any person who does any work on that same day, that person I will destroy from among his people. 31 You shall do no manner of work; it shall be a statute forever throughout your generations in all your dwellings. 32 It shall be to you a sabbath of solemn rest, and you shall afflict your souls; on the ninth day of the month at evening, from evening to evening, you shall celebrate your sabbath.” Leviticus 23:26-32 (NKJV)
The provision was made for all. But those who did not regard it were cut off, and did not benefit.
And we see the same in Hebrews. The true sanctuary, heaven itself, needed cleansing, per Hebrews, due to sin. Jesus entered into God's presence on our behalf, to put away sin by the sacrifice of Himself.
Hebrews 9:23-26
23 Therefore it was necessary that the copies of the things in the heavens should be purified with these, but the heavenly things themselves with better sacrifices than these. 24 For Christ has not entered the holy places made with hands, which are copies of the true, but into heaven itself, now to appear in the presence of God for us; 25 not that He should offer Himself often, as the high priest enters the Most Holy Place every year with blood of another— 26 He then would have had to suffer often since the foundation of the world; but now, once at the end of the ages, He has appeared to put away sin by the sacrifice of Himself.
Hebrews 1:3 affirms that having Himself made purification for sins, Jesus sat down at the right hand of God:
3 Who being the brightness of His glory and the express image of His person, and upholding all things by the word of His power, having Himself made purification for sins, sat down at the right hand of the Majesty on high.
Jesus finished all the blood work, once for all, and that is sufficient to cleans those who come to Him (He has granted greater access than in the earthly). We go to Him at the throne of grace to receive mercy and grace:
Hebrews 4:14-16
14 Seeing then that we have a great High Priest who has passed through the heavens, Jesus the Son of God, let us hold fast our confession. 15 For we do not have a High Priest who cannot sympathize with our weaknesses, but was in all points tempted as we are, yet without sin. 16 Let us therefore come boldly to the throne of grace, that we may obtain mercy and find grace to help in time of need. (NKJV)
This is why Jesus is the atoning sacrifice for not only our sins, but also for the sins of the whole world.
1 John 2:2
2 And He Himself is the propitiation for our sins, and not for ours only but also for the whole world. (NKJV)
He made provision for the whole assembly.
Therefore, we are to approach boldly, rather than draw back, so we may receive the benefits of His completed sacrifice:
Hebrews 10:19-39
19 Therefore, brethren, having boldness to enter the Holiest by the blood of Jesus, 20 by a new and living way which He consecrated for us, through the veil, that is, His flesh, 21 and having a High Priest over the house of God, 22 let us draw near with a true heart in full assurance of faith, having our hearts sprinkled from an evil conscience and our bodies washed with pure water. 23 Let us hold fast the confession of our hope without wavering, for He who promised is faithful. 24 And let us consider one another in order to stir up love and good works, 25 not forsaking the assembling of ourselves together, as is the manner of some, but exhorting one another, and so much the more as you see the Day approaching.
26 For if we sin willfully after we have received the knowledge of the truth, there no longer remains a sacrifice for sins, 27 but a certain fearful expectation of judgment, and fiery indignation which will devour the adversaries. 28 Anyone who has rejected Moses’ law dies without mercy on the testimony of two or three witnesses. 29 Of how much worse punishment, do you suppose, will he be thought worthy who has trampled the Son of God underfoot, counted the blood of the covenant by which he was sanctified a common thing, and insulted the Spirit of grace? 30 For we know Him who said, “Vengeance is Mine, I will repay,” says the Lord. And again, “The LORD will judge His people.” 31 It is a fearful thing to fall into the hands of the living God.
32 But recall the former days in which, after you were illuminated, you endured a great struggle with sufferings: 33 partly while you were made a spectacle both by reproaches and tribulations, and partly while you became companions of those who were so treated; 34 for you had compassion on me in my chains, and joyfully accepted the plundering of your goods, knowing that you have a better and an enduring possession for yourselves in heaven. 35 Therefore do not cast away your confidence, which has great reward. 36 For you have need of endurance, so that after you have done the will of God, you may receive the promise:
37 “For yet a little while,
And He who is coming will come and will not tarry.
38 Now the just shall live by faith;
But if anyone draws back,
My soul has no pleasure in him.”
39 But we are not of those who draw back to perdition, but of those who believe to the saving of the soul. (NKJV)
He has confidence that those hearing will not draw back to perdition, to fearful expectation of judgment, with no more sacrifice for sins, but will continue in the faith, and draw near to Christ through the way He made.
Those who are saved are those who come to Him, trust in Him, and remain in Him. But the provision was there for all to be cleansed,. Purification was made for all sins, and for the heavenly things themselves.
But some reject it and are cut off, going to perdition.
Yes, and the author immediately warns against NEGLECTING so great a salvation already provided:
Hebrews 1:14 - 2:4
14 Are they not all ministering spirits sent forth to minister for those who will inherit salvation? 1 Therefore we must give the more earnest heed to the things we have heard, lest we drift away. 2 For if the word spoken through angels proved steadfast, and every transgression and disobedience received a just reward, 3 how shall we escape if we neglect so great a salvation, which at the first began to be spoken by the Lord, and was confirmed to us by those who heard Him, 4 God also bearing witness both with signs and wonders, with various miracles, and gifts of the Holy Spirit, according to His own will?
