• to lean from the vertical position
• to incline (the ear, i.e., pay attention)

• to totter, reel, fall

• to cause to turn aside from (the right path)
• to make subservient, subjugate

and the passive meaning:

• to lean, fall (over)
• to bow down
• to turn to flight

It seems that the meaning is more along the lines of not failing rather than not moving.

The verse is referring to the land that God brought forth from under the waters, it came forth as dry land.

Then God said, “Let the waters under the heavens be gathered together into one place, and let the dry land appear”; and it was so. The land underneath the dry land is also part of the earth but not part of the dry land and not a place where humans would live.
