Trump has been also obviously backing down for quite a time. First cancelling tariffs for some specific goods like electronics, then posting anxious demand for China to open trade "NOW!!", then saying things like "we will be nice to China, very nice" and then finally dropping the tariffs, because China did not call and stopped selling rare earths minerals to the US. Also, China replaced a lot of trade to the US with other countries, meanwhile.I don't know if Trump blinked. I think the proper word would be "caved" to what China wanted.
