Even if they stopped doing all of those things, there'd still be no practical reason for them to be there.Russia hasn't earned the right to sit at the table. It needs to have deep and profound institutional reforms, and stop meddling in the affairs of its neighbors.
They're a big enough country, spread out over a large enough landmass, that certain forms of shared services and consolidation wouldn't make sense.
If you look at the size of the EU territory, it's half the size of the US.
For many of those countries, they're small enough, that it makes sense to consolidate and share certain things/services.
Imagine, if each of the 50 US states was 100% sovereign, each had their own 100% independent standards for road construction, food products, postal services, air traffic control, currency, etc... certain logistics would be a challenge. The EU member states (some of which are small enough, that you an be in 3-4 different countries on a 2 hour car ride) "teaming up" was a concerted effort to streamline and address a few of those challenges.
Even if Russia was a model international citizen, it still wouldn't make a ton of sense for them to be a member.
