Is this a Liberal view or a Conservative view ?

Russia and Ukraine should have seats in European Parliament.
Since I have only heard the suggestion being made here on CF and always from conservative posters, I would have to say conservative.

Neither. It's a bonkers view.

The European Parliament is an EU institution. Seats in it are - and should only be - open to EU members.

Others are right, the EU has some requirements for entry and it takes some years so I do not think anyone really cosiders it. Ukraine might normally qualify but it would increase insecurity for all of Europe because I don't see anyway that Russia would accept that.

There was talk at one time for Russia to join NATO. In theory that is possible and if they were decent it would make everyone better off and more secure.

Russia doesn't have any say about who the EU accepts as a member, or who it does not.

Only if Russia RADICALLY changed its political, economic and military structures. Russia has never met any of the criteria for NATO membership. It doesn't now and it hasn't at any time since the collapse of the Soviet Union.

Yes, if Russia followed the international laws, rules and treaties it signed up to, that would make everyone better off and more secure. But, the same goes for the US, EU and Ukraine too.

Here is some history of Russia and joining with NATO.

Later, in talks with Clinton, the idea of Russia joining was entertained. Putin Says He Discussed Russia's Possible NATO Membership With Bill Clinton

So many chances in history that could have led to different outcomes for Russia and the West. Sadly, reconciliation now seems unlikely. Instead, it seems possible that the conflict will widen. Even if Russia takes control and is satisfied with parts of Ukraine (unlikely) they still will support their wayward friends that make the whole world insecure.

I would say it's neither a liberal or conservative view...

I'm sure you could find a wide variety of people who would come down on either side of that proposal.

Since the question has more to do with centralized currencies, freedom of travel between member states, and willingness to participate in various cooperative initiatives, it doesn't really have much to do with "liberal" or "conservative" governance

For example, if memory serves, Switzerland and Iceland aren't in the EU either.

Could they both have one observer seat
in European Parliament?

IF Russia undertake the following actions:

  • Withdraw from occupied territories, including Ukraine and other lands occupied since World War II.
  • President Putin should resign, followed by several national elections to implement and demonstrate a democratic system.
  • Restore law, order, and an independent judiciary comparable to other democracies worldwide.
After 12-15 years of these reforms, an evaluation could be conducted to determine if Russia aligns with Western democratic models. If the assessment is affirmative, having an observer may be considered.

Belarus, Kazakhstan, Mongolia, and some other countries

would need to be banned from joining NATO

For Russia to think about that

Does Russia communicate with you often? Are they in the room now?

If you look at the world map once in a while,
you might be able to tell what Russia thinks.
Telepathy by geography, that’s a new one.

If Russia has so many demands, it might be better for Europe not to include Russia in the EU.

Russia hasn't earned the right to sit at the table. It needs to have deep and profound institutional reforms, and stop meddling in the affairs of its neighbors.
