Only those chosen by God, and regenerated by God, and are "in Christ" are the redeemed. As for the term, 'believer', the use depends on the context. I sometimes say, "true believer" to denote only those who are "in Christ". There are many who go by the name that are not in Christ.

Paul is dead and can no longer speak. The entire gospel he preached is not written in the canon.

Accursed is a heavy curse. The application of it by the early church implies it is a damnation curse.

A number of christians fall under this curse and start acting .. the opposite of how they should.
