Here are some actual facts.
A species of grasshopper of the genus locusta (specifically Locusta migratoria), the migratory locust is what a locust is. Other species of grasshoppers from other genera in the family Acrididae are can, under certain conditions, exhibit locust behavior: what is known as a locust phase where large swarms of the insects become voracious eaters; these other grasshoppers can also be called locusts under these conditions.
On the other hand, migrants, immigrants, and people in general are all members of the species sapiens in the genus Homo: Homo sapiens. They are not, on the basis of objective, observable, and fact-based reality, locusts. Locusts are grasshoppers, specifically under certain conditions.
Human beings are not grasshoppers.
Since facts don't care about anyone's feelings, then how one feels about migrants is irrelevant. Since we are talking about facts, not feelings, human beings aren't locusts.
To call human beings "locusts" isn't a fact, it's a feeling; a form of sentiment. A negative sentiment. One can have those negative sentiments--those feelings--but they aren't facts. Facts don't care about your feelings.
