Agreed. I checked all 16 pages of the treaty, and nowhere does it say that the Under Secretary is required for the treaty to be signed. The only thing that could stop this treaty are corporate interests that want the war to continue. Now, if one could potentially link any corporations that have a stake in the Ukraine war, and directly connect one of those companies to the deal being blocked, then we will have some news.

You're trying to allege that Ukraine rejected a treaty that would have been in its favor and continues to fight a war to its own detriment (because it's Ukrainian soil and cities being destroyed) just because the US and Britain said so?

Here is the real question. Why should a US president (Democratic, Republican, 3rd party) get involved in shutting down a peace agreement? The US needs to focus on its own issues before meddling with world affairs. Presidents of the US seem to make world problems bigger. Just look at what happened in Iraq (2003), or even earlier.

For instance, in 1954, the CIA got involved in Guatemala, and overthrew Guatemala's elected official:

That was the "code name" of the confidential informant. The "fake name" was only mentioned in the book version "All the President's men" version of the reporting. In reality he was the #2 man at the FBI, Mark Felt, providing deep background information.
