Agreed. I checked all 16 pages of the treaty, and nowhere does it say that the Under Secretary is required for the treaty to be signed. The only thing that could stop this treaty are corporate interests that want the war to continue. Now, if one could potentially link any corporations that have a stake in the Ukraine war, and directly connect one of those companies to the deal being blocked, then we will have some news.

Biden didn't like the draft of the peace agreement and made a personal visit to Ukraine.
Next thing we have no more negotiating for peace, no more attempts at diplomacy. It just all magically fizzled out.
Then just in case anyone was confused, Biden repeated it when Russia again called to pick up peace negotiations earlier this year.
