I suspect it depends upon how you classify social security and Medicare. They’re the biggest items, and ones that despite proposals neither party is likely to cut.You don't. Not anywhere near that.
Per reports from the the US Senate Budget committee and Congressional Research Service, about 18% of US federal outlays were on welfare programs in FY2023 (including Medicaid). In FY2021 23% of state and local government spending were on public welfare (but that was artificially high thanks to COVID-19, and is normally about 15-17%)
Welfare programmes is "giving it [budget money] to people who.didnt need it?"
