I think before the fall even animals were not animals in the way we understand them as driven by animalistic instincts. We see animals as non moral creatures.When people say that we are not animals, they are usually drawing a distinction between humans and non-human animals. Not suggesting that we are mineral or vegetable.
Take, for instance, literary critic Kenneth Burke's definition of human beings:
"Man is the symbol-using (symbol-making, symbol-misusing) animal, inventor of the negative (or moralized by the negative), separated from his natural condition by instruments of his own making, goaded by the spirit of hierarchy (or moved by the sense of order), and rotten with perfection."
We are not non-human animals. Stephen Hawking spoke of animals this way, for instance, in the clips that Pink Floyd used in their song Keep Talking:

I know in the beginning we had Hydrogen and that became Helium and Lithium. I do not know that much about Chemistry, my mom got an A in Chemistry and I have a niece that works for NASA that has a PhD in Chemistry but I do not know that much about it myself. Various animals can move objects to stand on, in order to reach things or escape.
People have trained apes to use sign language, horses mathematics, and other such things with mixed results. A lot has to do with the human trainers. Many animals can mimic the behavior of others, but that doesn't necessarily parallel how humans use symbols.

Animal intelligence is fascinating. There is a temptation to either anthropomorphize or to view their behavior as primitive, but they are actually advanced for what they are. Creatures contemporary to us who share this planet in their own ecological niches. I wouldn't claim that animals aren't intelligent. They are, to varying degrees, but their intelligence seems to be qualitatively different. Not simply quantitative.
