While it’s possible that both of those are true, it’s also possible and, in light of @TheIbanezerScrooge’s post, more likely that the author of your article made a sloppy (or perhaps deliberate) error. Having more registered voters than residents is an innocuous, if annoying, artifact of people dying and/or not rescinding their registration when they move away.
