I can see their point, however it was common in the 60's to be expelled from school until hair was cut to a length that conformed to no rule other than what appeased the school principal in their paranoia of change. Of course being cornered by bullies with scissors was common too.

Look up images of South American, Asian and African school children and you'll see most to all of the boys in a classroom have short hair. Especially where it looks like they're in a school uniform or there's a dress code.

Well, in sub-Sahara Africa it's the opposite...it's long straight hair (however achieved) that is the European affectation.

Interestingly, its Gen X and Millennial school officials that they're dealing with. However, in Kansas I would not push the "anti-gender norms" agenda. I'd push the ethnicity issue...which is what worked in the military.
