It is really easy - Hamas should stop firing thousands of rockets and openly calling for the elimination of the Jews and come to Diplomatic negotiations. It works better than Killing babies and people at music festivals -
Both sides are doing evil to the other side, so its not so easy as just stopping this one thing. Some Jews are also calling for the elimination of Palestinians. The hatred goes deep and its a broad and complex problem.

I wonder how they died. I wonder if they were fighters, or human shields.

...I can't stand that Hamas is doing this.
Attacking a refugee camp can be considered a war crime under international humanitarian law.

I agree it's horrible, and Hamas should be condemned for it, by the international community as a war crime.

...Hiding behind civilians, in war, is the dirtiest of dirty things.

You seem to be suggesting that no matter what Israel does, the entire responsibility lies with Hamas? If Isreal were to drop a cluster bombs or deploy chemical weapons, would that be Hamas' responsibility?

The Jabalia refugee camp is in the North Gaza Governorate, Gaza Strip. According to the Palestinian Central Bureau of Statistics, the camp had a population of 49,462 in 2017.[1]

The camp had a registered population of 103,646 inhabitants on June 30, 2002, and is located at the northern end of the Gaza Strip, close to the Israeli border and a village with the same name. The camp only covers an area of 1.4 km2 making it one of the most densely populated places on Earth. The First Intifada in December 1987 began in Jabalia. The camp has been the scene of much violence in the Israeli–Palestinian conflict. It is also considered a major stronghold of the Hamas movement.[2] The camp is the largest refugee camp in Palestinian territory.

Were anti-tank missiles and rocket launch posts staged there? If so, then it is no longer a refugee camp. And if innocent lives were being placed there as human sheilds, then Hamas should bear the full responsibility for civilian casualties.

Maybe it was. But if Hamas is now using it in a military capacity, then obviously it no longer is.
Where do you get your info about Hamas using it for their military from?

IDF works for Israel. Its not a neutral, verifiable source.

If Hamas places people directly over the top of their weaponry, then Hamas is committing war crimes.
And if not?

The camp has just 1.4 square kilometers and UN is there. Its not too probable that Hamas was there.

Let's assume there were.
Israel would also know the camp is one of the most densely populated areas on earth.
Someone in the Israeli command made a decision to bomb it (assuming the camp was the intended target) knowning the risk to human life would be large. They own that decision.
