A judge is there to decide on whether evidence presented is admissible. The fact in the first instance would be 'a crime has been committed'. You have suspicions that someone is guilty. But you haven't have even established a crime yet.

So someone says they're suspicious about something. So maybe you can think about investigating the possibility of setting up an inquiry to see if anything untoward has been done.

Then we can determine if it's likely that it has.

And then we can investigate further and examine circumstantial evidence which might point the finger at a guilty party.

And if all that is done then maybe we can start an inquiry to investigate the possibility of setting up a committee to consider impeaching the president.

And they can investigate the the suspicions that someone who might be guilty of a yet to be decided crime might have taken advantage of his old man's position and determine if that could ever be considered an impeachable offence.

You're at the very first stage of of the the process and the wheels have already fallen off this clown car. Some Republicans are saying 'No problem. It's going just as we expected!' as they drag this burning wreck through the dust.

You keep repeating this, but I don't recall you ever providing a citation. It seems specious to me because banking records don't fall under the purview of Presidential duties and thus aren't subject to executive privilege.

That's pretty much what happened. But the need for a distraction from other scandals is so strong that a lack of evidence is reason to have an investigation.

Considering the committee seems to be having a problem finding witnesses or evidence to back up the stories coming out of the GOP, perhaps it isn't the FBI that's not able to do their jobs.

To be fair, they seemed to really believe that the witnesses were going to incriminate or at least support their fixation that Biden must have done something illegal. It goes back to that fixation that Biden is at once mentally incompetent and fiendishly clever.
