It's noteworthy that this question should arise in where a mother was proven complicit in the sexual abuse of her ten year old daughter. The direct answer to your question is "everywhere." Obviously. In most of the world, even where parents are strictly revered, teachers are even more revered.
That's not by accident or without reason.
Parents are generally responsible for two or three children while given extraordinary powers over them without commensurate oversight and no required training with tragic consequences as detailed in the o/p. Teachers are responsible for all of those kids and the rest of a full classroom at any one time, filled with a large fraction of the entire school as students rotate through for the classes in which the teacher is a subject matter expert.
They are accountable first by their students, as everyone knows the first time they stand in front of a classroom, and then by the parents, and by the school administration and the education departments of the cities and counties and states. And then, they're also accountable to the legislatures.
Of course teachers are more trustworthy. They earn it in public every day.
No parent can be held accountable to anyone if they're willing to live far enough back in the woods.
These are objective facts.
In the 1930s it proved useful to direct the anger of German citizens toward racial and ethnic minorities, especially the Jews, and by means of propaganda fostered a society that looked the other way as millions were killed in concentration camps. It has to be stressed that this is not an indictment of the Germans. It's an acknowledgment of the perils of the human condition, and a caution to always look for who the demagogues have chosen to frenzy the mob against.
Now the mob is being turned against teachers, painted with the vilest of accusations to the point where "kindergarten teacher" is considered an indictment in itself raising immediate suspicions of the child sexual abuse that is far more certain to come at the hands of parents.
There's nothing new about this.
In the 1930s, Jews were depicted as diseased rats spreading the plague in Goebbels' propaganda.
But it didn't start with the Jews.

Today's almost cavalier accusations of pedophilia didn't start with the teachers, either. They started with Podesta's hacked emails and Comet Ping Pong, and #pizzagate, and grew into a more general attack against the Clintons and Democratic party leadership.
From there it's been mainstreamed into the Republican party where their majorities allow them to literally outlaw the teaching of anything that conflicts with their political preferences.
