“For two years, the transparency and accountability that you promised to obsessively uphold during your inauguration has been nowhere to be found. The incompetence and failure within your administration cannot continue to be ignored when Americans’ health and safety are at risk. I hope you will change course in order to uphold your so-far-unmet promise to the American people by requesting the immediate resignation of Secretary Buttigieg,” he said.
You just can't believe that a federal agency in charge of disasters is not interested in helping people in dire need. I wonder whether it's because Ohio voted for Trump in 2020.

Taking a trip isn’t “taking action.”

Art thou referencing FEMA?
I believe that there are protocols that that agency follows, such as a Governor (Dewine) declaring a state of emergency before the bureaucrats can offer any assistance.

Joke if you wish, but Trump has enough money to provide significant relief on his own. Now: think of how that will play politically.

It might be well to reflect that, by designed, FEMA isn't like the old Civil Defense program. Back in the 1970s, CD languished from fears that the Soviets would think it was a prelude to a first strike. The result, in the late 1970s, was FEMA, an organization designed such that it couldn't operate like the old Civil Defense program. In the old CD program, you had actual resources prepositioned in the event of World War III, and each smaller section could operate independently. Not so with FEMA, and that's by design.

I've seen some disasters where FEMA arrived. Usually it was to reimburse for expenditures. There were stores that came out about FEMA during Katrina that I knew weren't true because FEMA doesn't operate that way. One I recall claimed a FEMA "crew" was involved in some sort of utility restoration; there's utility restoration, but FEMA doesn't have such "crews."

I don't know what to think about the derailments as I haven't kept up with it.

I will hold my breath top until he ponies up “funds”, yes, that’s going to happen.

Figure 73: Four rail cars containing hazardous materials derailed in Graniteville, SC in January 2005. The National Response Center (NRC) notified the EPA FOSC, initiating FOSC Assessment activities.

The preceding is from the FEMA website. The question is why won't the federal government help Ohio?

EPA has been on site since the day after:

NTSB is working on it:

The governor only requested federal assistance a couple days ago:

…which the white house is providing:

At work, we have - or had - a can of water packaged by Anheuser-Bush. It's a white can, with the Anheuser-Bush logo and the word "Water," both in blue. It's a memento of one of the many places we've sent crews during a natural disaster. Anheuser-Bush makes those cans of water for emergencies. That water is a big help, and Anheuser-Bush deservers credit for providing it. There's also no mistaking where it came from.

If Trump is drawing attention to this, odds are it will be done with actual "boots on the ground" instead of simply cutting a check. Like those cans of water, there will be no mistaking where the aid is from.

OTOH, prior to his run for president, Trump provided his jet free of charge to a family with a child with a medical need. But he did so without any fanfare.

Trump: Guilty as charged in this article.

Critics have pointed to the Trump administration’s decision in 2017 to rollback an earlier Obama rule which required some freight trains to use electronically-controlled pneumatic brakes if cars were carrying flammable liquids.

Several Democrats appeared to place blame at Mr Trump’s door.

“We are concerned that the Trump administration rolled back some of the safety rules and some of the railroad safety and worker safety rules,” Ohio Senator Sherrod Brown told The Independent earlier this week. “I mean, every chance Republicans get they weaken worker safety rules, they weaken and weaken environmental rules. They weaken consumer protection rules.

I loved the cold-war concept of (home) “fallout shelters”!

Imagine being tasked with coming up for a plan to get the general population to “auto-inter” themselves.
(Less “cleanup” needed!)

Continuing "to be concerned" isn't taking action either:
Whitehouse.gov said:
Within hours of the Norfolk Southern train derailment, the Environmental Protection Agency (EPA) deployed a team to East Palestine to support state and local emergency and environmental response efforts. The Department of Transportation (DOT) also arrived on scene to investigate what led to the derailment. The Federal Emergency Management Agency (FEMA) has been closely coordinating with the emergency operations center, Ohio Emergency Management Agency, and Federal partners.

As President Biden told Ohio Governor Mike DeWine and Pennsylvania Governor Josh Shapiro soon after the derailment, the Federal Government stands ready to provide any additional federal assistance the states may need. Today [February 17], in response to Governor DeWine’s and the Ohio congressional delegation’s request on February 16 for additional federal public health support, the Department of Health and Human Services (HHS) and Centers for Disease Control and Prevention (CDC) announced they are deploying a team of medical personnel and toxicologists to conduct public health testing and assessments. The team will support Federal, state, and local officials already on the ground to evaluate individuals who were exposed or potentially exposed to chemicals and help ensure timely communications to the public.

What a guy!
He also used a grand-nephew’s poor health as a bargaining chip in an inheritance dispute with other family members, but hey, “family-stuff”, huh?

Yet Trump did let that family use his plane free of charge. People, being people, tend to be complex.
