His proposed relief/support funding for black farmers has been rejected by the courts as being directly in violation of the constitution, particularly under equality under the law and the Civil Rights amendment that makes racial discrimination illegal. I think the administration has twice withdrawn their case...to avoid having the judge set precedent and end all future racial discrimination this administration has planned. They haven't yet figured out how to word the policy to allow discrimination against white farmers.
Looking up this topic I find this article
https://www.washingtonpost.com/business/2021/03/08/reparations-black-farmers-stimulus/
Discrimination started a century ago with a series of federal Homestead Acts that offered mainly White settlers deeply subsidized land. Since then, local U.S. Department of Agriculture offices charged with distributing loans have frequently been found to deny Black farmers access to credit and to ignore or delay loan applications. Many Black farmers don’t have clear title to their land, which makes them ineligible for certain USDA loans to purchase livestock or cover the cost of planting, and they have seldom benefited from subsidy payments or trade mitigation compensation — almost all of President Donald Trump’s $28 billion bailout for those affected by the China trade war went to White farmers.
So it seems the relief bill was looking to address this past.
The article says
Of the $10.4 billion in the American Rescue Plan that will support agriculture, approximately half would go to disadvantaged farmers, according to estimates from the Farm Bureau, an industry organization. About a quarter of disadvantaged farmers are Black. The money would provide debt relief as well as grants, training, education and other forms of assistance aimed at acquiring land.
What I don't understand, is whether the plan specifically says a farmer must be black in order to qualify for the relief???
Reading through the article it really does seem that blacks have been disadvantaged for a long time and this has led to poor outcomes. It seems pretty typical of USA in general and its treatment of blacks.
This doesn't seem extreme to me, there is a problem which needs to be addressed.
Then there's the fact that they took the stance of calling for an FBI investigation into the parent protests of school boards. This is despite the protests not involving any violence. Contrast that with the BLM protests in 2020 when public servants (police) were repeatedly assaulted...and elected Democrats rejected federal intervention.
FBI Not Investigating Parents Who Protest School Board Meetings
The FBI, however, told USA Today it doesn’t tag or investigate parents who simply speak out at school board meetings. Instead, the agency only opens investigations when there is information “indicating the potential use of force or violence and a potential violation of federal law.
It seems this is a debunked piece of misinfomation
I would have agreed with you a year ago...but when Biden tries to shake hands with people who don't exist...it's hard to dismiss the possibility of cognitive impairment.
I wasn't aware of this, but I've looked this up. To me it looks like Biden was gesturing to a person off stage, perhaps asking where the stage exit is. Obviously they didn't answer him and so he is looking around stage for where he is supposed to exit. That's what it looks like to me, but I could be wrong.
EDIT: I've seen another clip of this. There are people standing behind Biden to his left and to his right. Biden is gesturing to them, connecting with them after his speech. A nothing burger, just right wing propoganda yet again.
... and if Biden even knows what they contain.
More propaganda nonsense. When Biden talks about policies he seems very coherent and clued in on the details. Which is starkly different from when Trump was talking to media, with vagueness, and waffling on tangents and talking about how great he is.
