Not understanding:
1. What government is not opened?
The one that's responsible for securing all the freedoms and liberties that Jordan claims to have lost.

No... Public places are closed mainly on
the government's say so. Government officials who have chosen to follow Dr. Fauci's medical advice.
Those very same officials can choose to stop following his advice at any time.
Like when the daily covid rate drops to ................ that is what Jordan was asking.
Doctors are trained not to give patients absolute numbers in their prognoses because no two patients respond to the same disease in the same way.
No oncologist, for example, is going to tell a person with cancer, "I'm afraid you only have ______years to live." Because honestly, who knows?
Rather, they'll keep it general: "The 5-year survival rate for this stage of pancreatic cancer is 13%," and let the patient do the math on their own.
Fauci knows this because:
1: He's a medical doctor, and
2: He's competent.
...which puts him at least one up on Rep. Jordan.

What is he trying to get unearned and how does he earn it?
He wants Fauci's "a-ok" to return to normal -- or at the very least, an answer that Jordan can then turn around and blame should the US find itself in a relapse. "He told us it was okay! We trusted him to make the call for us!
This is not our fault!"
As for how to earn it, well... I can only tell you how
not to earn it: by doing what Jordan did -- try to browbeat one out of Dr. Fauci.
That approach was neither productive nor intelligent -- and to top it off by taking a swipe at Rep. Waters...
while she's still sitting right there?
That was just a bonehead move on Jordan's part.
