Therefore, if we wish to consider our eternal election to salvation with profit, we must in every way hold sturdily and firmly to this, that, as the preaching of repentance, so also the promise of the Gospel is universalis (universal), that is, it pertains to all men, Luke 24:47. For this reason Christ has commanded that repentance and remission of sins should be preached in His name among all nations. For God loved the world and gave His Son, John 3:16. Christ bore the sins of the world, John 1:29, gave His flesh for the life of the world, John 6:51; His blood is the propitiation for the sins of the whole world, 1 John 1:7; 2:2. Christ says: Come unto Me, all ye that labor and are heavy laden, and I will give you rest, Matt. 11:28. God hath concluded them all in unbelief, that He might have mercy upon all, Rom. 11:32. The Election of God is not a picking and choosing of who will or won't be saved, by an act of sovereign will assigning some to eternal life and some to eternal destruction, for the sake of His "glory". The Election of God is the grace of God which He has toward the world, exercised through the power of His Word, in efficaciously calling, converting, saving us by this Word which brings to us the full and perfect work of Jesus Christ, appropriating it to us. The Election of God is that He has predestined
us in Christ from before the world began; not that He has chosen some and passed over others. Thus we can be confident in the goodness and mercy of God, and in the objective working of God through His Word and Sacraments, by which we received faith, are justified, have peace with God, are His children, and are heirs of eternal life and that blessedness of the Age to Come.
God has willed that no one perish, but that all come to repentance; and so the Church is called to preach the Gospel to all nations, baptizing them; and that this Word which God causes to go forth through His Church to all nations is, indeed, efficacious and effectual. It causes what it promises, and so those who hear the Gospel, who are baptized, those who receive the gifts of God by His Word are, indeed, transformed by these gifts and become the righteousness of God by them.
This work of God is properly universal, for all. Without exception.
Men bind themselves to destruction not by the will of God, who desires their salvation, but by their own will. So that the sons of destruction are so by their own sinful will and choice.
The universal work of God is for all and is, indeed, for the salvation of all. And yet there are those who will refuse, resist, and reject this gracious and effectual working of God to their own destruction.
They do not resist God's call and grace to their own destruction for the glory of God, for God is not glorified in this.
The chief article of faith is not that God is sovereign. The chief article of faith is Jesus Christ, the Word made flesh, crucified, buried, and risen again and by Him is the salvation of the whole world.
