There is no What you call Kitman or Taqya or pertaining different belief in Islam. Shias have this but should be against Sunnis specifically.
One can lie (not Taqya not Kitman) in some cases:
Even some scholars disagree to lie in such situations.
- One on his wife/husband. Things like you're the most beautiful man/woman...
- Solve conflicts between wife/husband or groups or tribes
- On enemy
Vice versa is correct, Allah and Prophet ordered us all the time to demonstrate our belief and show differences especially in behavior with other religion.
In some circumstances, whenever life is in threat , Muslim can say something to non-Muslims to release him. But it's not allowed for Shikh who should face tyrants or non-Muslims.
Taqiyya is real Islamic doctrine and I will use Sunni references only to prove it for you.
Noble Qur'an 3:28, The Family of Imran (Madinah Period)
"Let not the believers take the disbelievers as Auliya (supporters, helpers, etc.) instead of the believers, and whoever does that will never be helped by Allah in any way, except if you indeed fear a danger from them. And Allah warns you against Himself (His Punishment), and to Allah is the final return."
Other Translations:
Yusuf Ali,
"Let not the believers Take for friends or helpers Unbelievers rather than believers: if any do that, in nothing will there be help from Allah: except by way of precaution, that ye may Guard yourselves from them. But Allah cautions you (To remember) Himself; for the final goal is to Allah."
Arberry Koran,
"Let not the believers take the unbelievers for friends, rather than the believers -- for whoso does that belongs not to God in anything -- unless you have a fear of them. God warns you that You beware of Him, and unto God is the homecoming."
Tafsir (The exegesis of the Qur'an)
Tafsir Ibn Kathir,
28. Let not the believers take the disbelievers as friends instead of the believers, and whoever does that, will never be helped by Allah in any way, unless you indeed fear a danger from them. And Allah warns you against Himself, and to Allah is the final return.
The Prohibition of Supporting the Disbelievers
Allah prohibited His believing servants from becoming supporters of the disbelievers, or to take them as comrades with whom they develop friendships, rather than the believers. Allah warned against such behavior when He said,
(And whoever does that, will never be helped by Allah in any way) meaning, whoever commits this act that Allah has prohibited, then Allah will discard him. Similarly, Allah said,
(O you who believe! Take not My enemies and your enemies as friends, showing affection towards them), until,
(And whosoever of you does that, then indeed he has gone astray from the straight path.) ﴿60:1﴾. Allah said,
(O you who believe! Take not for friends disbelievers instead of believers. Do you wish to offer Allah a manifest proof against yourselves) ﴿4:144﴾, and,
(O you who believe! Take not the Jews and the Christians as friends, they are but friends of each other. And whoever befriends them, then surely, he is one of them.) ﴿5:51﴾.
Allah said, after mentioning the fact that the faithful believers gave their support to the faithful believers among the Muhajirin, Ansar and Bedouins,
(And those who disbelieve are allies of one another, (and) if you do not behave the same, there will be Fitnah and oppression on the earth, and a great mischief and corruption.) ﴿8:73﴾.
Allah said next,
(unless you indeed fear a danger from them) meaning, except those believers who in some areas or times fear for their safety from the disbelievers. In this case, such believers are allowed to show friendship to the disbelievers outwardly, but never inwardly. For instance, Al-Bukhari recorded that Abu Ad-Darda' said, "We smile in the face of some people although our hearts curse them.'' Al-Bukhari said that Al-Hasan said, "The Tuqyah is allowed until the Day of Resurrection.'' Allah said,
(And Allah warns you against Himself.) meaning, He warns you against His anger and the severe torment He prepared for those who give their support to His enemies, and those who have enmity with His friends,
(And to Allah is the final return) meaning, the return is to Him and He will reward or punish each person according to their deeds.

The Hadith:
Sahih Muslim, Vol.6, Hadith [6633] 101 - (2605),
"Chapter 27. Prohibition Of Lying, And What Is Permitted Thereof
[6633] 101 - (2605) Humaid bin 'Abdur-Rahman bin 'Awf narrated that his mother, Umm Kulthum bint 'Uqbah bin Abi Mu'ait -- who was one of the first Muhajir women who swore alligiance to the Prophet--told him that she heard the Messenger of Allah say: "He is not a liar who reconciles between people, saying good things and conveying good things."
Ibn Shihab said (in his Hadith that she said): "I did not hear of any concession being granted concerning anything that people call lies except in three cases: War, reconciling among people, and what a man says to his wife or a woman says to her husband."
Sahih Muslim, Vol.2 (Summarized edition), Book 55, Chapter 49, hadith 1810,
"(49) CHAPTER. Permissible lies
1810. Umm Kulthum bint 'Uqbah bin Abu Mu'ait (who was from the first emigrants) narrated that she heard the Messenger of Allah saying: "He who makes peace between people by inventing good information or saying good things, is not a liar."
Ibn Shihab said: "I heard nothing where what people say can be permissible as lies except in three: war, to make people reconcile and a man's talk to make his wife happy."
In another narration: Umm Kulthum said: "I heard nothing permissible as a lie except these three."
This covers all relations with non-muslims. For Islam is a "war against all" and muslims are constantly at war with fitnah (i.e., unbelief).
