I am a black man from Detroit. Why is there no universe where I could be remotely comparable to a person from Windsor?

For you to understand the affect of what you're saying, yes it's necessary to personalize it.

Remember that when you talk about those black people Detroiters, you're talking to one of those people.

If someone is criticizing 'whites', then yes, it's racist. When we attribue a characteristic to someone because of their race, that is racism.
