Some Protestants would say Rome due to the Vatican. This was popular during the reformation, it's possible, but not a sure thing. People like to demonize the Pope, and the Roman Catholic Church, time will tell. Back in the day, there were other candidates for the city, the names escape me now.

The key is to use scripture to interpret scripture: Jerusalem is the woman on the 7 hills/mountains.

1.) first piece of evidence that the woman is Jerusalem: both the woman and Jerusalem are called the great city

A.) The angel defines the woman as "the great city"
Revelation 17:8 the woman you saw is the great city that rules over the kings of the earth.”

B.) The angel also defines the "great city" as the place where Jesus was crucified.
Revelation 11:8 Their bodies will lie in the street of the great city—figuratively called Sodom and Egypt—where their Lord was also crucified.


2.) the woman, who is the great city in revelation 17 , is Babylon the great in revelation 18

** All of this evidence points to the woman on the 7 hills as being the city of Jerusalem.

Additional note, Jerusalem sits on/between 7 hills (Mount scopus, Mount olivet, Mount of corruption, mount ophel, Old mount Zion, New mount zion, and the hill that fortress Antonia was built on ). However, as scripture doesn't define the names or identities of these 7 hills, this part is just speculation. It could just as well be rome that sat on 7 hills and was also partly responsible for the destruction of Jerusalem in 70AD

I think you have seen many responses that believe the woman of Revelation 17/18 is:

1.) Rome
2.) Jerusalem

They are incorrect.

The name Babylon is a "title" bestowed upon her by God to properly indicate her character (a house of bondage and abominations). In other words, the unfaithful Church has "spiritually" become as Babylon. And she is a mystery or secret [musterion] because how many people do you think recognize that this fornicating woman called mystery Babylon is the unfaithful Church? ..it's a secret to all except those whom Christ has given to know Spiritual things. There are not many who will see that this is spiritually earth's representation of the holy city Jerusalem, the Lord's assembly. To most professing Christians, the Church is an untouchable entity that the gates of Hell shall never prevail against. But what they don't "SEE" is that there are two Churches spoken of in scripture. The external Covenant church, and the indivisible (not invisible) eternal Church comprised of all the true saints. One goes forth preaching and the gates of Hell won't prevail over as it builds God's Church. The other is masquerading as a Church, the bride of Christ, but will come under judgment as unfaithful. This is just as the external Old Covenant congregation Israel did in Old Testament times. For the congregations today are no better, and God is no respecter of persons. Read Ezekiel chapter 16 for great insight into this principle. Also:

Mark 13:14

• "But when ye shall see the abomination of desolation, spoken of by Daniel the prophet, standing where it ought not, (let him that readeth understand,) then let them that be in Judaea flee to the mountains:"

The answer to "when" is that it will happen near the Lord's second coming. That event is preceded by a great Apostasy in the Church, which is spiritually speaking, Judaea. The answer to "how" is that it is by those in the Church that are unfaithful that they become unequally yoked together with unbelievers, posing as believers. And the answer as to "why" is because those in the Churches have compromised and fallen away from holding fast the word of God and have adulterated His word to do man's will instead of God. the man of sin rules in God's place. Thus as judgment, they will have famine and be given to serve a false god in the Holy temple.

2nd Thessalonians 2:3-4

• "Let no man deceive you by any means: for that day shall not come, except there come a falling away first, and that man of sin be revealed, the son of perdition;
• Who opposeth and exalteth himself above all that is called God, or that is worshipped; so that he as God sitteth in the temple of God, shewing himself that he is God."

The purpose of Revelation chapter 17 is that by the Spirit of God, John (and indeed all the elect) would show God's people the judgment of the great harlot, the unfaithful woman that sitteth upon many waters. Even as by the Spirit John saw it, so by the Spirit the elect will have revealed the mystery/secret of the harlot. To the rest, Babylon will remain a mystery/secret, as they are oblivious to the destruction going on in their Churches. Because their conscience is seared.

..without the Spirit, it's just another cryptic and mysterious page of Revelation that is out of the grasp of their understanding.

And as for your question about the blood of the Saints and the blood of the martyrs of Jesus that the woman drunk with. For example, we read in Revelation 17:6:

• "And I saw the woman drunken with the blood of the saints, and with the blood of the martyrs of Jesus: and when I saw her, I wondered with great admiration.

To be drunken is allegorically speaking of those whose awareness is impaired so that they are without sober spiritual perception. People who are deceived are those who are spiritually drunken. In this manner, it is this woman that causes professing Christians to act without sound judgment, having their faculties impaired by reason of the spirit of Satan that empowers her. These professing Christians are seduced so that by her seduction they are made spiritually drunken whereby they forsake sober or sound teachings for hose catering to the lusts of the flesh. Not unlike God compares the fool (those acting unwisely or imprudently) in Isaiah to being drunken.

Isaiah 19:13-14

• "The princes of Zoan are become fools, the princes of Noph are deceived; they have also seduced Egypt, even they that are the stay of the tribes thereof.
• The LORD hath mingled a perverse spirit in the midst thereof: and they have caused Egypt to err in every work thereof, as a drunken man staggereth in his vomit."

It is illustrative of those without bearing who are spiritually intoxicated by her false teaching so that they are under Satanic influence. Just as someone would be under the influence of alcohol so that they begin to make poor decisions and to act foolishly. This is the analogy being drawn here. The people stagger to and fro as they have unsure footing and are thus unable to soberly find the way. Spiritually speaking, as drunkenness their eyes are darkened, their paths blurred, and their mind is unsound.

Job 12:24-25

• "He taketh away the heart of the chief of the people of the earth, and causeth them to wander in a wilderness where there is no way.
• They grope in the dark without light, and he maketh them to stagger like a drunken man.

Again, the portrait is of a confused and unsound mind. The power or capacity of him to think soberly is gone causing an altering of his behavior in a negative fashion. In a phrase, spiritual drunkenness.

You might also do a study of how Christ said Jerusalem was drunk with the blood of the prophets. Because Jerusalem is a synonym for the church and their drunkenness was symbolic of their error and lack of sober judgment to discern truth.

The Woman is not Rome. Is not Jerusalem. Is not the United Nations. She is the one turns the new testament congregation away from serving God faithfully. That is the nature of spiritual fornication. This church (of which they are a part) has committed spiritual fornication with the world. Their false prophets and christs are out there to appease the sinners with their kool-aid Jesus doctrines. Just as Israel did with the nations around her, and yet there was a remnant according to Grace, who was still within her, but who ultimately came out.

For example, do you really feel comfortable going into Joel Osteen's Lakewood Church and listening to his abominations? Or do you need to leave the church to avoid being deceived? Yet Joel Osteen is one of MANY false prophets and there are many churches like his. Collectively, they are Babylon the Great.

Oh and some people believe the seven heads must be a "physical" mountains or hills found under Rome or Jerusalem. They are wrong.

The beast with 7 heads represented all the authority of Satan's kingdom from the start. A mountain as defined by God as kingdom. Note carefully how God shows this as a progression! He says 5 kings/rulers were already fallen when John was writing this (that's the past). He says that one of these kingdoms is--was in place at that time John was writing (that was the present time of John's vision). And God shows that the last (7th) kingdom was yet to come (that was future). I.e., the number 7 is the number of completion of this beast's rule, and when this last (7th) kingdom rules, that will be the end of the beast. Again, notice that when the 7th kingdom comes, it can continue only a short period. That's because Satan is only loosed a short period near the end of his rule.

Revelation 20:2-3

• "And he laid hold on the dragon, that old serpent, which is the Devil, and Satan, and bound him a thousand years,
• And cast him into the bottomless pit, and shut him up, and set a seal upon him, that he should deceive the nations no more, till the thousand years should be fulfilled: and after that he must be loosed a little season."

This is the 7th kingdom or rule that was future from John's perspective, and is that which would continue a short or little season/time.

Revelation 20:7-9

• "And when the thousand years are expired, Satan shall be loosed out of his prison,
• And shall go out to deceive the nations which are in the four quarters of the earth, Gog and Magog, to gather them together to battle: the number of whom is as the sand of the sea.
• And they went up on the breadth of the earth, and compassed the camp of the saints about, and the beloved city: and fire came down from God out of heaven, and devoured them."

Thus the end of the 7th rule completes with the coming of Christ at the end of the world. In fact, God's word right there in chapter 17 tells us plainly this Kingdom represented Satan's rule by saying this 8th king is actually the Beast itself and shall ascended out of the bottomless pit. That's where Satan was bound, to be loosed a short season after the 1000 year millennial reign.

Revelation 17:8

• "The beast that thou sawest was, and is not; and shall ascend out of the bottomless pit, and go into perdition:"

The beast "was" because Satan ruled until Christ defeated him at the cross for the nations. It "is not" because (at the time of John's writing) Christ had bound him and cast him into a spiritual prison that he could not deceive the nations/gentiles and Christ could build His Church. And he "will be" loosed from the bottomless pit for a short period near the end of the world as judgment. So that all is another proof that this beast represents Satan's previous rule through kings, his present chained position in the pit, and his future loosing (from John's perspective).

Here is the mind that has wisdom. The seven heads (represent authority) are seven mountains (represents Kingdoms/Rules), that the woman sits upon then represents her fornication with the Beast (The woman representing the harlot congregation). Five of this beast's rules had already taken place before the cross, the one that was in John's day was Satan going about as a roaring lion in the world even though he was bound and chained for the sake of the election, and the other that had not yet come was Satan's kingdom or rule after he is loosed from the pit. And when he is, he must continue a short space/season/time.

Now the 8th you spoke of is explained by the word to be of the 7 kingdoms. The reason is because he spans the completeness of time (he was there all through the completion of the rule of these kings), being the spirit Satan.

Revelation 17:11

• "And the beast that was, and is not, even he is the eighth, and is of the seven, and goeth into perdition."

That's what it means that he that was, is and is not is of the seven. Because he is the power of the seven, BEING the Beast itself upon which the 7 horns grow. He is the spirit of the 7 that spans the completeness of this time, the one that was, and is not, and yet is. "HE" is spoken of as the eighth because he is the entity that rules the seven. He will go into perdition when the Lord returns and judges him. He is the spirit Satan who is of this complete (7) ruling through time, he moves them, working within them as adversary to Christ.

Ephesians 2:2-3

• "Wherein in time past ye walked according to the course of this world, according to the prince of the power of the air, the spirit that now worketh in the children of disobedience:
• Among whom also we all had our conversation in times past in the lusts of our flesh, fulfilling the desires of the flesh and of the mind; and were by nature the children of wrath, even as others."

Satan is a spirit being and he has been of this "7"-- the completion of his rule, from the beginning.

The title City of Seven Hills usually refers to Rome, which was literally founded on seven
hills. Ever since, many cities have claimed to be built on seven hills.

Also---the woman sits on the beast and was arrayed in purple and scarlet--and wore gold and precious stones and pearls. These are part of her identifying markers. The colors of the Jewish priesthood were mainly blue and white (the blue was called Tyrian purple but was an indigo color.) Their stones were not for decoration but represented the 12 tribes. The temple had a lot of Gold, but the priests were not decked out in it. The Jews did persecute the Christians, but it was prohibited for them to kill ---that is why they had to go through Rome to kill Jesus.

The woman described could not have been Jerusalem. Nor was it any city in America, anyway you slice it--we were never described as a nation that killed the saints (though slavery was an abomination) and though we became a wealthy nation by all the worlds standards--our religious leaders are not known to be arrayed in scarlet and purple and decked out with lots of jewelry and gold. Besides, we are comprised of many denominations, not one. Sadly, there is only one religious organization that fits the bill---scarlet and purple are their colors, just watch next time they have an conclave and their wealth can not be estimated and they killed millions. The one that at the time of John, was the only known famous city on 7 hills--Rome.

It's not a nuclear explosion and you can't hide in caves and around rocks to be saved from that anyways. The passage says what they are hiding from:
