The link you provided did not address how the drugs get in (legal port of entry vs not). However, that link you provided did link to the DEA “thread assessment” which had this interesting statement about how heroin gets in to the US:
“The majority of the flow is through POVs entering the United States at legal ports of entry, followed by tractor-trailers, where the heroin is co-mingled with legal goods”
And for fentanyl from Mexico:
“Mexican TCOs most commonly smuggle the multi-kilogram loads of fentanyl concealed in POVs before trafficking the drugs through SWB POEs.”
And cocaine:
“Cocaine trafficking organizations use
a wide variety of methods to transport cocaine into and throughout the United States. POVs remain the primary method used to smuggle cocaine across the SWB. Traffickers hide cocaine amongst legitimate cargo of commercial trucks or within secret compartments built within passenger vehicles. Traffickers are also increasingly targeting seaports along the East Coastof the United States as law enforcement efforts have increased along the SWB.”

Marijuana actually does come in between legal ports of entry:
