I see no reason to suppose that God requires any such thing.That is essentially the condition of the given example. The genetic algorithm is conditioned with a purpose in mind, it is designed to include fitness, as predefined, and exclude unfitness. Without that it is not a useful service.
It's not a matter of inefficiency, but limitation. We use genetic algorithms because it is more efficient than our own contemplation. God should not require a genetic algorithm to acquire knowledge about which variables will increase fitness. If God requires this, it's not God.
