On the grounds that they have rejected his offer of salvation by grace. There has never been a time when your own works could atone for your sins. The wages (work) of sin can only lead to death.

A person without works has no faith- if James had simply put it that way instead of assuming people would actually go and divide scripture between himself and Paul, these discussions wouldn't even be necessary.

Let's go back to Martin Luther, who taught to sin boldly but to keep God above all- he believed that works were a part of faith even with sin being accounted for by Christ, but over the centuries 'Faith Alone' has changed dramatically among many. Those who constantly contend 'faith' and 'works' are in plain error in contrast to any historical notion.

What do people need to be saved from?

Early people believe what is said in Genesis 3:15 , they were saved by believing that God will provide savior . That's why most Jews do not believe in hell , because they believe that Messiah will come to save them , too bad they decided to reject him when he came .

People in OT could not go to heaven , whey were going to place called Abraham Bossom , under earth next to hell , you can see it in Scriptures where it's written about Lazarus and rich man .

After Jesus died , he went 3 days into hell preaching his victory over death , and took people from Abraham Bossom into heaven the third day when he resurrect , completing feast of first fruits ( fruits - plural ) .

Then Abraham Bosom was destroyed so hell can be larger to make room for these atheists we see today .

We keep his commands because we love him. Not because we are working for something.
"If ye love me, keep my commandments." (John 14:15)
When we are disobedient, as we are all at times, we trust in His mercy and grace for forgiveness. Works plays no part.

What if a person was never told of Jesus - never heard of the gospel of grace? They have not rejected an offer of grace.
