You have to consider all of the Scripture when it comes to prophetic Babylon in conjunction with the fact that as a kingdom and city, it ceased to exist.
For starters, its not difficult to see that Revelation 17 and 18 are talking about two different "Babylons", or to be more accurate, "systems". The one in chapter 17 is referring to a religious system, which is destroyed by the 10 horns and is replaced by the antichrist himself as a god. Many of the false/pagan religions can be traced back to the Babylonian mystery religions which end up culminating into one universal religion during the tribulation period. The kings of the earth do not weep over its destruction.
The Babylon of chapter 18 is referring to a global commercial system controlled by and headquartered in a great city, and is destroyed AFTER the events in chapter 17( see Revelation 18:1 ), which causes the kings and merchants of the earth to weep.
For those saying Jerusalem is Babylon, you need to review the Scriptures. The land of Babylon is completely destroyed by fire from a northern confederation of nations and nobody will ever dwell there afterwards, which is contrary to what the Scriptures indicate for the future regarding the land of Israel.
