Here's the mistake you're making. The fear is real and it's here. Trump may be addressing it, but he didn't create something that didn't already concern the American public. That's part of the reason why he's gained the following he has.

Had he made up something nonsensical like, for example, that the world will end in 2050 because of a one degree increase in Earth's average temperature, he'd have been dismissed as just another crank.

Look at how well the politicians who HAVE tried to create fear by using that approach are doing at present. LOL
