He can't exceed the limit when he gave the maximum already. So how can he exceed the limit? Oh, because he was using his friends to give money for him. Claiming otherwise is pure sophistry.

But since the government agreed to drop the second charge as part of the plea deal, that means he didn't commit a crime for that charge.
